- Retention and Expansion Program
The Economic Development Department, in partnership with New Mexico State University and the Small Business Development Center (SBDC) offers this program to New Mexico Communities. A program designed to retain and expand those businesses already located in a community can have dramatic economic development results in the local economy. The short term objectives of a local business retention and expansion (R&E) program include developing a detailed data base about local establishments; and solving short term local business problems.

An initiative started by U.S. Senator Pete Domenici to help establish information based businesses in rural New Mexico.
- New Mexico Mainstreet Program
A statewide program designed to assist with the revitalization and rehabilitation of downtown commercial districts throughout New Mexico. The program aims to improve the economic base of the state by strengthening existing business and encouraging new businesses to move into mainstreet districts.

- The Community Development Block Grant Program
The Community Development Block Grant Program promotes economic development and job creation by providing assistance to cities and local governments. For cities with populations greater than 50,000, the U.S. Department of Housing and Urban Development administers the program. The Executive Office of Communities and Development (EOCD) administers the program for smaller cities. Local government can use CDBG funds to re-lend to private business at very favorable rates to help attract firms to a community.
